On the Character selection screen Press and hold R+L and select your character. If you did it right, your character will appear with his/her alternate costume

Chi-Chi: Complete Story mode.

Fu Lum: Complete Story mode.

Mai: Complete Story mode.

Neo Piccolo: Complete Secret Act 2.

Oozaru: Complete Story mode.

Piccolo: Complete Story mode.

Secret Act 1

Get an "A" or better rank on all twelve acts.

Secret Act 2

Successfully complete Secret Act 1.
